Bottle neck

there is a bottle neck when you go back and forth closer to San Diego on I5, where is the bottle neck , for some reason, it is right there on the spot there is construction site forever, can you believe that I can not imagine why they do that could somebody tell me if the construction can be moved away from that neck spot no no one can tell
