Government is the great fiction by which everyone tries to live at the expense of everyone else.

Am afraid what American government has shown are decades of military aggression (here we count JUST after the WW2) to other countries .Perhaps every US citizen is responsible for the actions of his leaders , as John Marshall says “The people made the constitution, and the people can unmake it. It is the creature of their will, and lives only by their will.”
Then you are quite right that you’ CAN’ throw them out of power but why the militarized state persist? Perhaps “transcendent moral standard” is just Americans’ delusion? Thinking as brave/good as Rambos while sitting in the armchairs?
To summarise your “BETTER ” system I would rather look at Henry Mencken’s
"Under democracy one party always devotes its chief energies to trying to prove that the other party is unfit to rule - and both commonly succeed, and are right."
